Because you don't have control over the network and they're likely blocking the transfer, there's really nothing we can do to help. I face the same issue in KSA. What i don't understand is that if i start the download in a private area but i don't really want to used BitTorrent permanently even shortly in that area the download start succesfully, then i stop it and restart it in a public area and it works.
If i try to start the download from the public area i'm stuck on 'connection to peers' as well. Soud strange for me, no? How could a port issue be fix by that way around? The same to me.. In my entire life I have never been so impotent with a program.. I never use to write on this forums, cuz usually the answer for the issue appears thanks to Saint google.. Now I have 2 weeks trying every thing.. I have opened the specifically port for bittorrent with every reinstalled program , install and reinstall several times, try with Utorrent and Bitcomet, allowing connections for TCP and UDP, I still dont remember anyelse I did..

Would encryption solve the problem? Can I work some sort of proxy somethingorother voodoo I am no tech savant. They might be going by connection patterns, or overall volume. So is there something I can do to avoid setting off whatever alarms they have in place? I'm not a selfish bandwidth user--I know when peak hours are, and I only allow utorrent to DL unrestricted off-peak. I'm limited to using only this connection for at least the next couple of months.
Please help. You can not fake transfer volume or number of connections. You could rent a server for Bittorrent and just download to your hotel laptop. Otherwise, you might try another hotel, or look for a Starbucks with internet access.
